You can get this buff on Darnassus, when someone (another player) turn in the Pearl's quest from Blackfathom Deeps (BFD) Raid.
It lasts for 2 hours, but you can store it (for later use) with a chronoboon displacer, which is sold by any reagent vendor in major cities for 20 silver:
Reagent vendors location:
Darnassus: reagent vendor is in Cenarion Enclave, in the wooden treehouse – 34, 9 coordinates
Stormwind: reagent vendor is in the Pestle’s Apothecary building in the Trading District – 56, 65 coordinates
Ironforge: reagent vendor is in the Commons are next to the Gates of Ironforge – 19, 56 coordinates
Orgrimmar: reagent vendor is in a house in Valley of Strenght– 45, 56 coordinates
Undercity: reagent vendor is in the upper ring, right next to the Innkeeper – 69, 39 coordinates
Thunder Bluff: reagent vendor is walking around the lake on the first floor – 41, 59 coordinates
This is the only world buff on SoD right now.
The pearl quest I mentioned is the one that drops from the last boss on BFD, Akumai, that gives you a really good trinket, BIS - best in slot for all classes.
The buff effects:
Boon of Blackfathom
Increases hit chance of spells by 3%, critical chance of melee, and ranged by 2%, grants 20 attack power, 25 spell damage, and increases movement speed by 20%. 120 minute duration.
